A temporary vehicle permit in Pennsylvania is a short-duration operating authority used when permanent registration credentials cannot be issued immediately. For private vehicles, the credential consists of a temporary registration plate and a temporary registration card, issued in physical or electronic form. For commercial operations, the credential may be a trip permit, an annual IRP apportioned registration, or an oversize/overweight permit, depending on the type of movement. Under 75 Pa.C.S. Chapter 13, the Department shall provide temporary registration plates for use on vehicles that are to be removed from this Commonwealth or pending issuance of permanent registration plates.

Who May Need a Temporary Permit

A temporary permit may be required in any of the following circumstances:

• A private vehicle acquired in Pennsylvania is to be transported to another state for title and registration in that state.
• A newly arrived resident applies for a Pennsylvania Certificate of Title, and the out-of-state title is surrendered at the same time.
• Ownership documents needed for title or registration are incomplete or delayed.
• A commercial vehicle enters Pennsylvania before IRP or Motor Carriers Road Tax (MCRT) credentials are active.

Private Vehicle Temporary Tags in Pennsylvania

For private vehicles, PennDOT provides temporary registration plates and temporary registration cards in lieu of a permanent plate when registration cannot be completed on the spot at an authorized location. A temporary registration card issued to a vehicle acquired in this Commonwealth for transportation to another state for registration is valid for 60 days from the date of issuance. A temporary Pennsylvania registration plate for a new resident may be issued only when the out-of-state title is submitted together with Form MV-1 at an authorized PennDOT location.

Under 75 Pa.C.S. § 1310.1, a registration permit is issued concurrently with the temporary registration card and plate, both bearing "Pennsylvania" and "temporary registration permit," the assigned control number, the issuing dealer's identification number, and the handprinted expiration date. The permit is affixed to the lower left-hand inside corner of the rear window. On motorcycles, mopeds, trailers, motor-driven cycles, and convertibles, the permit is carried inside the vehicle rather than affixed.

Commercial Vehicle Temporary Permits in Pennsylvania

Commercial vehicles operating interstate through Pennsylvania on a short-term basis require separate temporary operating authority. The recognized temporary commercial permits are:

• MCRT trip permit under the Motor Carriers Road Tax, administered by the Pennsylvania Department of Revenue.
• IRP trip permit for apportioned registration, administered through PennDOT's Apportioned Registration Program.
• IFTA trip permit for fuel-use tax, administered by the Pennsylvania Department of Revenue for carriers not licensed under IFTA.
• Oversize/overweight single-trip or annual permit issued by PennDOT for extra-legal movements under 75 Pa.C.S. § 4962.

A trip permit must be obtained before the vehicle enters Pennsylvania and shall remain in the vehicle during operation. Trip permits are not transferable between vehicles or operators.

When a Temporary Permit Is Required

A private vehicle may need a temporary registration plate in either of the following scenarios:

• The vehicle was acquired in Pennsylvania, but will be titled and registered in another state, and operation in that state is necessary before permanent credentials are available.
• The owner is a new Pennsylvania resident and has submitted the out-of-state title together with Form MV-1, and permanent Pennsylvania credentials cannot be issued on the same visit.

A commercial vehicle may need a temporary operating authority in any of the following scenarios:

• The vehicle is subject to IRP, and the operator is not apportioned for travel through Pennsylvania.
• The vehicle is subject to the MCRT or to IFTA fuel-tax licensing, and the appropriate decals are not active.
• The proposed movement exceeds size or weight limits.

How to Get a Temporary Permit in Pennsylvania

Where to Apply

For private vehicles, an application is made through one of three classes of authorized locations that operate under contract to PennDOT:

• An agent service, authorized to complete titling and registration applications and to issue temporary registration plates and in-transit registration plates.
• An online messenger service, authorized to provide limited titling, registration, and driver-licensing products via a direct electronic connection with PennDOT.
• A card agent service, authorized to complete limited applications and to transfer existing registration plates, but not to issue new temporary registration plates.

For commercial carriers, IRP trip permits are obtained through PennDOT or its designee, and MCRT/IFTA trip permits are obtained through the Pennsylvania Department of Revenue or its designee. Oversize/overweight permits are processed through PennDOT's online hauling permit portal.

Documents Commonly Required

For a private vehicle, the documents required depend on the transaction type. New-resident applications typically include the following:

• Valid out-of-state title issued in the applicant's name.
• Proof of Pennsylvania insurance, such as a valid insurance identification card, declaration page, binder, or assigned-risk application showing effective and expiration dates.
• Verification of the vehicle identification number (VIN) by an inspection mechanic or notary public at a dealership or issuing agent.
• Completed Form MV-1, Application for Certificate of Title, available from an authorized PennDOT agent.

Temporary Permit Fees in Pennsylvania

Fees charged by authorized agents and messengers for temp-plate issuance are in addition to the statutory fee and are market-driven; service (delivery) fees vary by agent.

Can a Pennsylvania Temporary Permit Be Used Across State Lines?

A Pennsylvania temporary registration plate may be used outside the Commonwealth to the extent authorized by the host jurisdiction when the vehicle is in transit to another state for title and registration. The 60-day duration of an in-transit temporary registration card reflects expected transport to the destination state.

A current and valid commercial trip permit authorizes operation both interstate and intrastate through Pennsylvania, provided all applicable regulatory requirements are met. Vehicle-specific oversize/overweight permits remain subject to separate PennDOT authorization, including any route, time-of-day, or escort conditions attached to the permit.

Penalties for Driving Without the Proper Temporary Permit

Under 75 Pa.C.S. Chapter 49, a person who moves an oversize or overweight vehicle, combination, or load on a highway of this Commonwealth without a permit is subject to summary criminal proceedings by citation. The penalty structure is tiered:

• Operating with an expired, void, or invalidated permit: $1,000 fine per violation.
• Violating or failing to comply with a permit condition: $500 fine per violation.
• General violation of Chapter 49 for which no other penalty is provided: $300 fine per violation.

Operation of an unregistered commercial vehicle subject to IRP, MCRT, or IFTA without the corresponding permit or decal is enforceable under the relevant tax-title statutes and reciprocal-agreement enforcement provisions of Pennsylvania law.
